Carlos Wayne Raines was born on December 29, 1948, in Florence, SC. He was the son of William Raines and Marie Broach Raines. He fell asleep in death on February 28, 2023, after an illness. After graduating high school, he served in the Air Force for 4 years. Part of this time was in Vietnam during the Vietnam war. After leaving the Air Force he went to work with the City of Florence Police Department on July 5, 1973. His desire to help people motivated him to serve with the Department for 43 years. He retired with the rank of Major in the Criminal Investigations Unit. Carlos was a loving and devoted father. He appreciated the faith of his wife, Susan, and her family.
